What a project monitor does
On an asbestos project, the project monitor is the person on site who watches the work, records what happens, and ties that record to the air samples. In New York, project monitoring is performed by NYS DOL-certified asbestos project monitors on our team. New York license: NYS DOL Asbestos Handling License 282890. See the New York asbestos rules.

Air sampling on the same job
ICR 56-4.4 allows the surveying or monitoring firm to perform project air sampling when that firm is independent of the abatement contractor. Monitoring and clearance air sampling can sit on the same job. The survey, if one is still needed, starts at asbestos surveys.
Who hires the monitor
Owners, institutions, and contractors who need a third-party record hire the monitor. Schools and housing providers often want the same file to include the survey, the daily record, and the clearance set. For a project that cannot follow Code Rule 56 as written, start with project design and a variance petition.
